Government Digital Strategy Implementation

The Cabinet Office and DSIT are implementing a government-wide digital transformation strategy to build digital capability across the civil service, with targets including 10% of civil servants having digital expertise by 2026 and all departments appointing digital non-executive directors. The initiative aims to reduce reliance on external digital consultants (saving up to £500 million annually) and improve digital procurement and legacy technology management, though current progress shows only 5.5% of civil servants meet the expertise target as of April 2025.

It is important to understand how these models are being used across government and identify which model of joint working is most appropriate in different circumstances. HM Treasury explained that it had not yet analysed what proportion of cross-government working was undertaken through each of the different models but said this would certainly be something they could consider taking forward.10

We were also surprised to see that the standard appointment letter for permanent secretaries makes no mention of their responsibilities for improving digital services, despite including others such as managing public money. Including reference to digital responsibilities would make clear the importance of the area.16 For example, it would mean permanent secretaries are fully aware of their responsibilities to address legacy systems.17
