The Ministry of Housing, Communities and Local Government is updating planning practice guidance on design and placemaking to strengthen local planning authorities' capacity to assess developer viability claims and secure appropriate developer contributions. The guidance addresses the skills and resource asymmetry between LPAs and developers in financial viability assessment negotiations. This is an active consultation and guidance development process affecting planning decisions and infrastructure funding across England.
