We are seeking views and evidence which will allow the government to assess the Pubs Code’s operation and the Pubs Code Adjudicator’s (PCA's) performance.
The Department for Business and Trade is conducting a statutory review of the Pubs Code and Pubs Code Adjudicator (PCA) framework, which regulates tied pub arrangements and protects independent publicans from unfair tied-house practices. The review (2022–2025) examines the effectiveness of the 2004 Pubs Code Act and considers market access for small breweries and the future regulatory landscape for the pub sector.
