The Police Covenant is a cross-government commitment to support police officers and staff in England and Wales through improved working conditions, pay, and wellbeing. Led by the Home Office with support from multiple departments, it encompasses governance reform, victim support through the Victims' Code, and strategic policing requirements. The initiative is currently active with ongoing consultation on victims' services and police governance structures.
