Industrial Strategy Zones Action Plan
This Action Plan announces reforms and additional government support for Freeports and Investment Zones as part of the Industrial Strategy.
Freeports Policy establishes special economic zones with customs and tax incentives to drive trade, investment, and regional growth across the UK. Led by DIT, HMRC, HMT, and MHCLG, the policy includes investment zones and faces implementation challenges around governance, energy access, planning freedoms, and skills. Government is developing impact assessments and monitoring dashboards to evaluate employment, investment, and trade outcomes.
