Drug Possession Policy Reform

The Home Office is evaluating whether to reform drug possession policy and create a sustainable legal framework for Safer Drug Consumption Facilities (SDCFs) in Scotland, following the pilot operation of The Thistle in Glasgow. The policy centres on whether to amend the Misuse of Drugs Act 1971 and prosecution guidelines to permit harm-reduction services including drug testing and inhalation facilities. Current status is active, with the Home Office considering evidence from the pilot but having indicated reluctance to change reserved legislation without clear evaluation outcomes.
