Counter Terrorism Port Powers Codes of Practice

The Home Office is updating codes of practice governing port examination powers used by counter-terrorism authorities under the Counter-Terrorism and Border Security Act 2019 and Terrorism Act 2000. These regulations establish procedural safeguards and transparency requirements for stop-and-search and examination powers at UK ports. The 2025 regulations represent the latest iteration of these operational guidelines.
