Build a thread

Build a new policy thread two ways: One-shot drops you straight on a populated workspace — pick seeds and/or describe the topic, we generate the rest. Curated shows you the candidates first so you can refine before saving.

Topic / framing (optional)

Max 1000 chars. Either this or seeds (or both) is required.

Pick up to 8 items. Existing thread events are imported; bills and documents are re-parented.

Cost mode

Corpus-only — uses what we already have (3–7 min) Corpus + Web research — also fills gaps with web search (5–10 min)
