The Secretary of State makes these Regulations in exercise of the powers conferred by Articles 4(3) and 15A(4)(b) of Regulation
(EC) No 300/2008
of the European Parliament and of the Council of 11 March 2008 on common rules in the field of civil aviation security(

Citation, commencement and extent
1.
—(1) These Regulations may be cited as the Aviation Security (Amendment) Regulations 2024.
(2) These Regulations come into force on 1st June 2024.
(3) These Regulations extend to England and Wales, Scotland and Northern Ireland.
Amendment of Commission Implementing
Regulation (EU) 2015/1998

—(1) The Annex to Commission Implementing
Regulation (EU) 2015/1998
of 5 November 2015 laying down detailed measures for the implementation of the common basic standards on aviation security(

) is amended as follows.
(2) Omit Chapters 6 (cargo and mail), 8 (in-flight supplies) and 12 (security equipment).
(3) In Chapter 7 (air carrier mail and air carrier materials)—
(a)
omit point 7.0; and
(b)
omit point 7.1.1.
(4) In Chapter 9 (airport supplies)—
(a)
in point 9.0.2, for paragraph (c), substitute—
“
(c)
‘LAGs’ means liquids, aerosols and gels, which include pastes, lotions, mixtures of liquids and solids and the contents of pressurised containers. Examples of LAGs include toothpaste, hair gel, drinks, soups, syrups, shaving foam and other items, with similar consistencies; and
”
; and
(b)
in point 9.0.2, for paragraph (d), substitute—
“
(d)
‘STEB’ means a security tamper-evident bag.
”

Explanatory Note
(This note is not part of the Regulations)
These Regulations make amendments to legislation in the field of aviation security.
Regulation 2 amends Commission Implementing
Regulation (EU) 2015/1998
of 5 November 2015 laying down detailed measures for the implementation of the common basic standards on aviation security (“
the Assimilated Regulation
”). In particular, the amendments remove current requirements for cargo and mail carried by air, the screening of in-flight supplies and security equipment, as well as two provisions which cross-refer to those requirements.
Paragraph (4) of regulation 2 inserts definitions of LAGs and STEB into the Assimilated Regulation in appropriate positions, those definitions having been omitted by the removal of Chapter 8.
A full impact assessment has not been produced for this instrument as no, or no significant impact on the private or voluntary sectors is foreseen. An Explanatory Memorandum has been published alongside these Regulations on
