Pre-legislative scrutiny of the draft Commonhold and Leasehold Reform Bill

On 27 January 2026, the Government published a draft Commonhold and Leasehold Reform Bill for pre-legislative scrutiny. The Government has asked the HCLG Committee to investigate whether the proposed reforms in the draft Bill will be effective, and what changes the Government could make to improve the draft Bill before the final version is introduced to Parliament. You can find out more about draft Bills and the pre-legislative scrutiny process on the UK Parliament website . The Committee will hold a series of oral evidence sessions starting in March 2026. Later in the spring, the Committee will publish its findings in a report with conclusions and recommendations to the Government. As part this short inquiry, the Committee is encouraging leaseholders and other homeowners who pay private estate charges to fill out our online survey .
