The Home Secretary appointed Dr Gillian Fairfield (Chair of the Disclosure and Barring Service) to lead an independent review into the IOPC. You can read the terms of reference for this review.

The review considered the effectiveness of the IOPC in meeting its objectives, and makes recommendations.

The scope of the review included:

  • efficacy
  • efficiency
  • governance
  • accountability.
