The Small Business, Enterprise and Employment Bill (SBEE) will create a new duty on ministers. This duty will be to include a statutory review provision in new secondary legislation that has a regulatory effect on business, unless it is not appropriate to do so.

This draft statutory guidance explains what departments need to consider in deciding whether a review provision is appropriate. It is being published to help understanding of the new duty in the bill.
