Nuclear Regulatory Review 2025

The Nuclear Regulatory Taskforce has examined all aspects of the regulation of civil and defence nuclear and produced this review.

The Nuclear Regulatory Taskforce published its final report in November 2025.

The review presents detailed recommendations to reform the UK’s nuclear regulatory framework, based on extensive evidence and consultation across civil and defence sectors.

The Nuclear Regulatory Taskforce was established to examine:

  • the suitability of the existing regulatory framework(s)
  • relevant legislation and supporting guidance
  • the scope and capacity of regulatory bodies
  • the expectations on regulatory outcomes
  • the culture and processes within the nuclear sector
  • support for innovation and the deployment of new nuclear
  • international harmonisation of regulatory approaches
  • align with international standards

The Taskforce published its interim report in August 2025, which summarised the emerging thinking resulting from initial consultations. The responses raised further questions, listed in the interim review, so we asked for any additional comments and feedback by 8 September 2025.
