We are inviting views on the standard licence conditions for the water supply and sewerage licensing regime (WSSL). The Secretary of State is required to publish these licence conditions before Ofwat can open the new WSSL licence application process in April 2016, ahead of retail market opening in April 2017.

Ofwat has previously conducted policy consultations on licence conditions, and therefore this is a final opportunity for stakeholders to provide comments before the new application process begins.

We are also inviting views on our approach to introducing and amending secondary legislation needed for market opening.
