This is the strategic case for the HS2 Phase 2a route from the West Midlands to Crewe and the HS2 Phase 2b route from Crewe to Manchester and from West Midlands to Leeds.

The strategic case sets out the case for HS2 and how it fits with the government’s strategic aims and objectives, including:

  • demonstrating the case for HS2, including latest analysis of the capacity released on the network with the introduction of HS2
  • setting out the economic appraisal of the expected costs, benefits and revenues for HS2 Phase Two
