Official statistics in development monitoring Part L of the Building Regulations in England relating to energy efficiency standards of new dwellings.

Energy efficiency characteristics of new dwellings: January to March 2026

These statistics are estimates of new dwellings in England and those built to the Part L 2021 Standard, by:

  • property type
  • type of heating systems
  • key energy efficiency characteristics, for example heat pumps and solar photovoltaic (PV) panels                 

Part L of the Building Regulations sets the standards for the energy performance of new dwellings and non-domestic buildings.

Data are sourced from Energy Performance Certificates (EPCs) lodged on the Energy Performance of Buildings Register.

These statistics are consistent with the Energy Performance of Buildings Certificates statistics release.

These statistics are new and may be subject to refinement in light of user feedback, therefore they are published as ‘Official Statistics In Development’. We particularly welcome comments to understand how these statistics are being used and any suggestions to improve the content, presentation and quality of the outputs, by email to EPBStats@communities.gov.uk
