This technical consultation seeks views on our proposals for the building regulations relating to the provision of toilets for men and women.

This follows on from our previous call for evidence on this subject, which received over 17,500 responses. Following a detailed review and analysis of these responses, the government announced several policy goals, which included the following:

  • to amend building regulations and guidance to ensure separate toilets for men and women continues to be provided
  • to encourage the provision of a unisex toilet, where space allows
  • to make sure that where unisex toilets are provided, that privacy is ensured

The purpose of this consultation, and the changes to the building regulations which it proposes, is to progress work towards the above policy goals.

The proposed measures would apply to all new buildings other than dwellings and a small number of exceptions outlined in the consultation.
