Lords Amendments 2, 3 and 6 engage the Commons’ financial privilege
Payments to the Government of Mauritius in the event that the use of the Base for
military purposes becomes impossible; Referendum of Chagossian community before
commencement; Use of negative procedure for Orders in Council; Cost of payments made
to Mauritius under the Treaty; Parliamentary oversight and approval of expenditure

†Mr Speaker has indicated that he is satisfied that Lords Amendments 2 and 3 impose a
charge upon the public revenue such as would require authorisation by resolution of the
House under Standing Order No. 49 (Certain proceedings relating to public money), and that
such charge has not been so authorised. Those amendments will therefore be deemed to
have been disagreed to when they are reached, under Standing Order No. 78(3), and they
do not fall within the scope of the debate.
