Review of level 3 qualifications reform: equality impact assessment

Analysis of the effect changes to post-16 qualifications at level 3 will have on specific protected groups of people.

The review into qualifications reform considered the level 3 qualifications due to have public funding removed in either 2024 or 2025 under the policy of the Sunak Conservative government.

This equality impact assessment considers the equality impacts for the outcomes of that review. The requirements of this analysis are specified by the Public Sector Equality Duty as set out in section 149 of the Equality Act 2010.

The review concluded that:

  • 157 qualifications should have funding retained for longer to allow for reformed qualifications:
    • to be brought on stream
    • to embed in the system
  • funding should continue to be withdrawn for the other qualifications in scope

The list of post-16 level 3 qualifications that have had their funding approval extended or removed from 1 August 2025 is also available.
